NEW! Construction AI Agents for Cost Planning, Tendering and Project Management

At AXIS, we are developing advanced construction-specific AI agents designed to support quantity surveyors, cost engineers, estimators and project managers throughout the full project lifecycle. The solution is built on an extensive proprietary data environment XPERT and XBASE, integrated with Azure OpenAI, Azure AI Search and n8n workflow orchestration.

This development directly supports the EU digitalisation agenda in the construction sector, contributing to increased productivity, higher data quality and improved decision-making across planning and delivery phases. 

Intelligent Support for Cost Planning and Tender Preparation 

The result is an intelligent, data-driven system that continuously learns from the structured XBASE knowledge base and from real construction projects managed within the XPERT platform. At its current level of maturity, the system already enables: 

  • automated generation of bill-of-quantities (BoQ) item descriptions aligned with standard construction practice, 
  • technical enhancement and validation of existing BoQ descriptions, including transparent justification of all proposed modifications, 
  • detection of missing technical parameters and identification of inconsistent or non-logical quantities and values, 
  • generation of technological breakdowns and method-related sub-items, 
  • proposal of normative values (labour, material and equipment norms) and preparation of detailed unit rate analyses and cost calculations, 
  • intelligent selection of materials, labour and equipment from a standardised resource and coding system. 

These capabilities provide direct support for early-stage cost planning, detailed design estimates, and tender documentation, significantly reducing manual effort while improving consistency and auditability. 

Multi-Agent Architecture for Quality and Compliance 

The system is based on a multi-agent architecture (A1 → A2 → A3), in which each AI agent performs a clearly defined function. Individual agents are responsible for contextual interpretation of input data, development of construction methods and cost structures, and independent verification of technical correctness, compliance and output quality. 

This layered approach reflects best practice in professional cost management and ensures that outputs meet the reliability standards required in public procurement and regulated construction environments. 

Reliable AI Through Trusted Data and Traceability 

By leveraging Azure AI Search, the system enables fast, robust and fully traceable access to large volumes of structured and semi-structured data. This approach eliminates speculative responses and prevents so-called “AI hallucinations”, which is essential for the safe application of artificial intelligence in cost-critical and contract-sensitive construction processes. The solution aligns with EU principles for trustworthy AI, emphasising transparency, traceability and accountability in automated decision-support systems. The core objective of the development is to significantly accelerate cost planning and tender preparation workflows and reduce the risk of human error. At the same time, it enables a level of standardisation and consistency previously achievable only through experienced multidisciplinary teams and substantial time investment. 

Roadmap and Integration 

During 2026, the developed AI agents will be progressively integrated into the XPERT and XPERTopen platforms. Users will benefit from advanced decision-support tools in daily operational work, as well as a strategic advantage in competitive tendering, project cost control and overall project delivery.
